Housing First for people with NRPF - Evaluation

In early 2025, Oxfordshire Homeless Movement commissioned Policy Panda Research to conduct an independent evaluation of a housing first style service for adults with no recourse to public funds.

Policy Panda Research began this project by asking the question that we always do - ‘what do you want this research to achieve’. For Oxfordshire Homeless Movement - they wanted an independent report and evaluation of their project that would help inform the future of the project, but also would make recommendations for policy change at a local and national level.

Our research plan was designed around these goals. We took a mixed methods approach and identified a priority to include the voices and perspectives of individuals supported through the project. This part included semi-structured interviews with individuals receiving support. These were handled with care and each individual received a voucher in recognition of their time spent sharing their experiences. Since publishing, these reports have been well received leading to new connections, changes to the project, and coverage of the service at a national level. I am delighted with the final reports produced and most importantly, that Oxfordshire Homeless Movement are able to use them in the way they wanted to advocate for positive change.
